CBA on the Legal Framework of MSW and PCS

The project - Cost-Benefit Analysis (CBA) on the Legal Framework of Maritime Single Window (MSW) and Port Community Systems (PCS) -aimed to provide evidence-based insights to enhance decision-making and transparency among key stakeholders.

Key activities performed under the project included:

  1. Established a robust framework for conducting CBAs.
  2. Carried out a detailed step-by-step evaluation of financial, economic, and social impacts.
  3. Quantified the local and national fiscal impact, the estimated impact on Georgia’s gross domestic product (GDP), and other main economic/social indicators.
  4. Measured and monetized expected outcomes of the proposed framework changes.

The final report serves as a vital tool for informed decision-making, equipping stakeholders with transparent and data-driven insights.

The project implementation was supported by the USAID Economic Governance Program.
